chmod 600 /etc/cipe/options

There is a secret key in that file; it must be owned by root and
readable by no one else.

I believe the "missing peer" complaint is a side effect, that ciped-cb
failed to discover a (valid) options file, and so the search for the
first important parameter that would be there fails.
