My assumption is that section '3.2.4.27 Application Notifies Offline Status of a \
Server' is only triggered when an witness AsyncNotify reponse comes in.
That would mean SMB2_SHARE_CAP_SCALEOUT would only have any meaning if witness is in \
use and I'm sceptical that this is really the case...
