I discovered that when I make it a members-only list, non-members aren't
blocked -- they're merely moderated. Bruce and I are okay with this.
I've made ci-linux-devel, ssic-linux-devel, and ssic-linux-users into
"members-only" lists. Anyone can still post, but non-members will be
delayed until I have a chance to approve them.
