I've submitted version -01 of this draft.

Changes include:
 - Adam Langley is now a co-author
 - Changed nonce size to 96 bits to match other AEAD, specifically RFC 5116
 - Fixed terminology to match the non-AES version of Poly1305 (thanks, Robert Ransom)
 - Fixed example for constant-time implementation of Poly1305 
 - Fixed security considerations
