I've decided to stick with the old HMAC style, with IDs separated from
authorities within each capability. This will make it a lot easier to track
a bunch of different attenuation paths orthogonally to the tree-structure.
Usefully, I can couple this such that mounting one directory within another
will attenuate for revocation all IDs obtained through the mount.
