It's possible that the scaling issues only became an issue at scale.

I seriously doubt that the likes of BofA and Citi couldn't afford the capital \
investment of front-end hardware ssl accelerators, especially before the recent \
banking crash, they just chose not to make it.

That would seem to handle their scaling issues easily.
