Basically, the user would query geo data in raster or vector form and display
it as layers in a Calligra document. From there, the user could use Calligra's
functionality to manipulate the cartographic objects and overlay additional
information in the form of charts, text, graphics, etc.

Eg.. Sam has a set of data about local hiking trails and wants to produce a
map. The data is stored in a PostGIS database. Sam currently uses Quantum
GIS/GRASS to access and manipulate the PostGIS data. Sam performs analysis and
then uses Calligra to import and enhance the thematic layers.

OK, thanks. KML is definately a good place to start.

I want to see what libraries and options are currently available.
