Looks like the tar archive at 
https://download.gnome.org/sources/cairo/1.17/cairo-1.17.6.tar.xz are 
missing some files. Meson errors out with the following errors when 
compiling on Windows(MSVC):

	src\meson.build:263:0: ERROR: File win32/cairo-dwrite-font-public.c 
does not exist.
