Summary: Updated bzfs_conf.html

Initial Comment:
A few modifications have been made in the bzflag/misc/bzfs_conf.html file. To be more \
precise:

 - The file has been updated to support the new bzfs command line options added in \
                2.4.0, such as -utc, -offa, -noTeamKills or -publickey.
 - The passdb file option has been removed.
 - The result window source code has been updated to match the W3C standards and \
scrollbars have been added in Firefox.

Custom flags (created by plugins) haven't been added yet.
