It seems to be the result of some sort of timing/race issue with the 
network manager. Immediately after boot (and for at least several hours 
thereafter) ping doesn't work.  However, if the ethernet cable is 
unplugged long enough for the network manager to drop the interface, 
like 20 seconds, then plugged back in again, suddenly ping by name 
works.
