As has been already hinted to you, none of your questions are related to
busybox in any way, and from what you wrote, I'm not sure you know what
busybox actually is. The nanddump command is not part of your version of
busybox.
As for invoking nanddump, the usage message seems quite clear:

Missing mandatory argument MTD-device.

Does the usage message indicate that they are already default? Does the
usage message indicate there is a way to turn them of in case you don't
want them? If the answer to both is no, then it is safe to assume that
they are not on by default.
