Thanks - yes you are correct.

I've just tried building from a tarball with make defconfig and this 
problem doesn't occur.  Let me look into this more closely, I have a 
suspicion that Gentoo's genkernel may be involved here in terms of the 
way that it rebuilds Busybox.
