It is normally done by ifupdown hook scripts in
/etc/network/if-{pre,post}-{up,down}.d/

The scripts we use for Alpine Linux for bonding are at:
http://git.alpinelinux.org/cgit/aports/tree/main/bonding

And the interfaces file could look simply:

iface bond0 inet dhcp
        bond-slaves eth0 eth1

or similar.
