touch has no -D option. Did you mean -d?
If you want -d option to be enable-able w/o DESKTOP=y,
please send a patch which achieves this.
I always accept such patches. (IOW: there is not reason why
some particular option *must be* under DESKTOP=y.
If people say they need it to be separate from DESKTOP,
then they apparently do need it to be separate from DESKTOP).
