I find gen_initramfs_list.sh and gen_init_cpio to be very useful for creating
a filesystem complete with a static /dev/null. I use this on 2.6.25:
{
bash linux-2.6.25/scripts/gen_initramgs_list.sh -u squash -g squash root
echo "nod /dev/null 0600 0 0 c 1 3"
} | linux-2.6.25/usr/gen_init_cpio - | gzip > initrd.img
I don't do /dev/console here as it is specified by the console parameter
on the kernel command line.
