Hello List,

since kernel 2.6.13 you can change the iopriority of a process. This can be done with
ionice from util-linux-ng

This patch add ionice to busybox. please test, i think it still has some space
for improvement but i will go into xmas holidays in short time and would like to
see this out before. I have tested basic functions and it seems to work.
