My strace:
...
open("/proc/net/dev", O_RDONLY|O_LARGEFILE) = 3
fstat64(3, {st_mode=S_IFREG|0444, st_size=0, ...}) = 0
mmap2(NULL, 4096, PROT_READ|PROT_WRITE, MAP_PRIVATE|MAP_ANONYMOUS, -1, 0) = 0xf7f25000
read(3, "Inter-| Receive "..., 1024) = 446
read(3, "", 1024) = 0
close(3) = 0
munmap(0xf7f25000, 4096) = 0
socket(PF_INET, SOCK_DGRAM, IPPROTO_IP) = 3
....
Either you have IPv4 support compiled as a module and not modprobed
(or not compiled at all?), or your cross-compiler uses wrong syscall#.
syscall# 281 seems to be right for ARM:
# pwd
/usr/src/kernel/linux-2.6.22-rc4.src/include
# grep -r NR_socket . | grep 281
./asm-arm/unistd.h:#define __NR_socket (__NR_SYSCALL_BASE+281)
