Either you have IPv4 support compiled as a module and not modprobed
(or not compiled at all?), or your cross-compiler uses wrong syscall#.

syscall# 281 seems to be right for ARM:

# pwd
/usr/src/kernel/linux-2.6.22-rc4.src/include

# grep -r NR_socket . | grep 281
./asm-arm/unistd.h:#define __NR_socket                  (__NR_SYSCALL_BASE+281)
