I'm afraid /sbin/hotplug is only called when I plug/unplug an USB device.
Anyway, I can't see how 
	if [ "$ACTION" = "register" ]
 	then
 		echo register:: $ACTION :: >>/tmp/usb_hotplug.log
 		exit
 	fi
can give us the line above.

Any clues?
