Wouldn't it be better to keep the quote instead of deleting it?
This is what bash does.  I guess that would requiring a variable
tracking the quoting state though...

One other thing.  I think we should teach cmdedit.c is_execute()
about the "cd" and "." shell builtins.

I also reverted the signal changes, per your earlier comments.  
Commenting those out did not fix the problems, so they are back.
