I have seen this behavior as well.  I suspect that somehow halt_signal() in
busybox/init.c is doing something wrong when it calls
init_reboot(RB_POWER_OFF); We need to check out the exact bahavior of
'poweroff' from sysvinit to exactly duplicate its behavior.

I am submitting this as a bug,
