May be way off here, I'm not sure if the Languages.properites file is in
the jar file.  If it's not, could it be you didn't copy this into the
tomcat directory?  To be honest off the bat not sure what the method is to
locate this file.  But it would fit the description of your error if it
couldn't find it.
