Wait, I see the problem. It's a localization issue. With what locale  
did you initialize the database? Any locale other then C can lead to  
problems.

But I might be able to work around at least this particular problem.  
Tell me: are the ">>" and "<<" characters around the constraint name  
single or double characters?
