Different versions of pg_dump and psql are usually the culprit for  
this sort of thing. But if that doesn't apply to you, then I'm not  
sure what's going on. You can, of course, clean up the database dump  
to fix the function declaration. But beyond that, you'll have to ask  
about it on PostgreSQL list or on IRC (#postgresql on irc.freenode.net).
