Ahh... I see there's already an option called "NO_TOOLBAR" to eliminate
that if desired.  I still don't think we need the no_toolbar
enforcement, but that makes my immediate desired configuration more
attainable.

Can I please liberate Bricolage from the behavior that forces the
application into its own separate window?  It makes debugging a lot more
difficult when trying to trace series of redirects, etc. and it also
removes the user from their normal web browser context.  Since users can
hit keystrokes to navigate anyway, I'm not sure the app really benefits
all that much from having the navigation buttons removed.
