What are LOAD_LANGUAGES and LOAD_CHAR_SETS set to? If LOAD_CHAR_SETS is 
set to anything other than "UTF-8", then Encode should not be loaded. 
If it is loading, it's a bug; please file a report.

Encode is used for converting between character sets. If you need it, 
you need Perl 5.8.0 or later.
