Fixed in commit 7561

The commit sets the default for the PUBLISH_RELATED_FAIL_BEHAVIOUR to "fail" in
bricolage.conf but, to "warn" in Bric::Config if it is not set. This means that
new installs will get the more logical behaviour of a publish failing when it
cannot publish everything it should do. Old installs will get their existing
behaviour until they decide to switch over.
