I just verified this on our test system 1.10.1.  The error occurs when
bricolage.conf has:

AUTH_ENGINES = LDAP Internal

and you try to create a new user in Bricolage who already exists in  the
LDAP directory.

If bricolage.conf has:

AUTH_ENGINES = Internal LDAP

Then no error occurs.
