If we change the way the navigation saves state (use a cookie, or something
like that), we can use Javascript to expand/collapse the sections and embed the
whole thing in the page, eliminating the iFrame.  iFrames are deprecated in
XHTML 1.1 and there is a rather unnecessary page request every time you
manipulate the nav bar.
