Great code archaeology, Mike! Your solution was exactly right. So right, in
fact, that it allowed me to quickly identify the real bug.

All dates are stored in the database in UTC in Bricolage. But it's up to each
individual library to take care of the conversion. Bric::Dist::Job was in fact
doing the conversion -- but only if you set the 'sched_time' property using the
set_sched_time() method. If you passed in the sche_time via the new()
constructor, it *was not* doing the translation. Doh! So it now does the
translation properly.

You can roll back your changes to comp/widgets/publish/callback.mc and all
should be well.
