OK, I changed it so that a second 'using fop' will overwrite the first.

I fixed it for now. I guess it must have been added for some reason.

Thanks for your help, I have one final issue. The tool includes a rule
'find-by-absolute-path' to convert the source and target paths to
absolute paths, but it uses GLOB so it only works if the file already
exists, and often the target doesn't. Is there an easy, reliable way
to do this? If not, I'll just delete it.
