#1393: library binaries should be buildable by name from the top level

Comment(by vladimir_prus):

 Upon reflection, it appears that while allowing
 {{{
 bjam libboost_foo-vc80-mt-whatever.lib
 }}}
 to work might be nice, it's not that easy. In particular, we might be
 using --layout=system, in which case such library does not exist at all.
 It might be easier to introduce new feature, say "letters" with values
 like:
 "mt-sdg" that expands to all the necessary features. I need to think about
 this more.
