Does the /var/log/messages log file show that the bonding driver
has been removed and reloaded? If not, it may be that the network
restart is not unloading the module. Try something like:
/etc/init.d/network stop
rmmod bonding
/etc/init.d/network start
If the log does show bonding being reloaded, then there is some
configuration problem.
