Quite probably it is expected behavior.  Bonding always "listens" on all 
interfaces.  Assuming the broadcasts are going to a MAC group address or 
the broadcast address, then it would be propagated to all interfaces by 
the switch (possibly depending on the switch configuration).  Also, if 
you have a hub instead of a switch, then you'll always see double 
packets received.

The bonding link management is vulnerable to a lot of anomolies.  But 
short of instituting a link monitoring protocol one all of the peers, it 
isn't really possible to fix.
