Mine works on Nervous but not Paranoid so 
I tried changing the firewall.ini with just this:

[MANUAL TCP high ACCEPT]
ACCEPT, 5631, pcAnywhere, 1999-12-22 11:51:44, PERPETUAL
[MANUAL UDP high ACCEPT]
ACCEPT, 5632, pcAnywhere, 1999-12-22 11:51:44, PERPETUAL

It didn't work any different.
I haven't tried listing both 5631 and 5632 as both
TCP and UDP ports.  The Pcanywhere site says that 5631
is TCP and 5632 is UDP.  Why would you list both as both?
