Look in the registry in 

  HKEY_LOCAL_MACHINE
      Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders
      key: Common AppData

That will name a folder.  Treat that folder the same as '/etc' :
Append BitKeeper\etc\config and that's where to put the global config.
