OK, let me rephrase it: how do you merge bk repos?

Typical aggregation scneraios:

1.  /bk/papers        
    /bk/presentations

    both need to go to

    /bk/docs
    which was not present before.

2.  /bk/python
    
    needs to go to

    /bk/corba/client/python
    where client/python was not present before.

In all cases the original directories are tops of bk repos,
and they need to be subsumed by an existing or aggregated
under a new top-level repo.

The issue is two-fold: (a) how to move the lower-level repos into
the top one, and (2) how to propagate the changes for the cloned
ones.  Needless to say, I need to keep all the history, not
just export-reimport.
