It appears that you are in the home directory and you have a bitkeeper
repository in the subdirectory 'myrep' in the current directory.

The command 'bk parent' is used the change the parent of the current
repository. (You appear to think it does something else.)  The
"current" repository is the repository that contains the directory
where you ran the command.  Since the directory where you ran the
command (~) is not inside any repository you get that error message.

You need to 'cd myrep' for commands to start working.

I hope that will help get you moving in the right direction.
