Yup.  That was it.   

$ tar -xvzf /home/wscott/nedit-cvsroot.tar.gz
$ cat << EOF
description: sdf
category: dsf
email: wscott@bitmover.com
logging: none
single_user: wscott
single_host: bitmover.com
EOF
$ bk setup -cc -f nedit.bk
$ bk import -tRCS -fF -A -u nedit nedit.bk

No problems.  The -u makes it work.
