Sure:
$ bk sfiles -c | bk ci -y"FOO" -
$ bk sfiles -pC | bk cset -y"FOO"

See the help pages.

Putting the above into a shell script and reading multiline comments from
stdin-or-whatever is left as an exercise for the reader.
