I don't have access push to the binutils repo on sourceware, but Red Hat does
have a copyright assignment agreement for this sort of thing.  Additionally,
there's really nothing here that isn't derived from existing binutils code. 
From my perspective, in terms of copyright it is safe to assume this is is
acceptable for upstream.
