If you are using chroot to start bind, check the permission in the entire
tree up to the chroot environment. Something could be preveting access there.

If you are not using chroot to start bind, then look at other places on
your system for modified permission settings, like what are the permissions
on / or /etc. It sounds like those are messed up, although that would really
cause major havoc on your system.
