I'm trying to build a cascading menu and would like to use the Conf 
format for expressing the navigation pages.

Using XML, something like this first comes to mind:

<pages>
   <page desc="Home" href="index.php" />
   <page desc="More Info" href="more.php" />
   <page desc="Contact" href="contact.php" />
   <page desc="Unit Tests" href="tests.php">
     <page desc="Storage Tests" href="storage_tests.php" />
     <page desc="Form Test" href="form_tests.php" />
   </page>
</pages>

How can this be done using Conf format?  I've tried a few ways, but 
nothing perfect.
