Yes, look at the package org.apache.batik.transcoder.wmf.tosvg, and  in 
particular the WMFTranscoder class,  which transcodes a WMF stream to an 
SVG Document. There are some improvements to the WMF to SVG transcoder 
in the SVN repository too.
