Answering my own question, but please correct me if I'm wrong:

Per-user settings, if configured, supersede those configured at the domain level \
regardless of whether they're higher or lower than those configured by the admin. \
MailScanner restart is required to reload spam score settings (via CustomFunction) \
for any changes.

On Baruwa 1.3.1: 

I understand the global spam score settings are inherited from the domain \
admin/superuser score settings, but do individual user profile spam score settings \
override those configured at the administrative level, or are they only utilized if \
there are absolutely no settings defined for the administrative/super user? I \
apologize if this has been answered already; I've tested this and my answer appears \
to be: no, user settings have no effect if global/domain settings are configured... \
but I just want to verify. Thanks,
