Summary:                    Restore with Bat does not work with french locales
Description: 
The job hangs :

d'ouvrir le fichier bootstrap à : ERR=Aucun fichier ou dossier de ce type





Steps to Reproduce: 
see attachment :

before starting the restore job, on the window "run restore job", the dropdown
lists job and catalog are always empty. If I change locales in the Linux shell
and do the same steps, the job completes successfully.

Additional Information: 
Works fine with bconsole (with french locales) or bat (with english locales)

What kind of locales did you use ? fr_FR.UTF-8? or fr_FR.iso-XXXXX ? 

I just looked into the bat sourcecode a bit - and it seems that there is too
many usage of toUtf8() instead of using toLocal8Bit().
