 After a brief email exchange with Ulrich Windl (main linux ntp
developer
and submitter of the patch that seems to have caused this problem) I
found that the simplest way of solving the problem is to recompile
xntpd. 
After this it's perfectly happy. It's just that the changes to the
kernel 
timekeeping code mean that the old ntp-kernel interface is broken. 
Reconfiguring/recompiling ntp cures the problem. Well, it did for me ;-)
