That will naturally occur as part of the release process changes in
discussion, except for cases where API/ABI must be changed as part of
mitigating a security vulnerability or a serious regression. In the
future, API/ABI stability in a 1.x release branch should be expected
(and generally it's the case now in 1.6.x release branches).
