Oh, that's right.  I forgot that menuselect had its own configure script.  So, 
the previous change that I suggested should not be necessary at all.  Also, even 
if you were to override CC in an environment variable, the one in the makeopts 
file would override it.  Furthermore, the main Asterisk Makefile clears the 
environment before building menuselect, so I'm not sure where the problem would be.
