Just to clarify...  My company would be willing to put in $5,000.00 USD to whoever \
comes up with a working T38 implementation for Asterisk.  If anyone is interested, \
please contact me off list.

I would be willing to kick in $250 to the cause.

However, I'm not sure if it is an issue of money. I think it MAY be an 
issue of Intellectual Property. Doesn't T38 require the licensing of a 
patent?
