I no longer need any help as I was able to get this to work by doing the 
following:

aspell --home-dir=\\neofs1\userapps\apps\cygwin -a
*testword
#
ctrl+c

The problem (in my estimation) is that the documentation doesn't make 
clear that only dictionaries in the home directory can have words added 
to them, but that seems to be the case.  The documentation also seems to 
suggest that it is the responsibility of the person doing the setup to 
create the file (.aspell.en.pws) before any words can be added to it 
when in fact, aspell needs to create the file.

I also was able to get the interactive session to work by including the 
same reference to the home directory.

aspell --home-dir=\\neofs1\userapps\apps\cygwin 
--personal=.aspell.en.pws -c dougfile.txt
